DESCRIPTION


The United States is seeking information from vendors regarding software development and sustainment services for tactical command and control systems. This includes the Tactical Data Link Configuration Management Tool (TCMT), a configuration management application developed under a previous contract designed to generate documents such as MIL–STD–6017 Variable Message Format (VMF) and Joint Multi–Tactical Data Link (TDL) Operating Procedures. TCMT plays a key role in systematic configuration management of TDL MIL–STDs, ensuring consistency in document processing and monitoring the impact on previously released products.

The scope also covers the United States Message Text Format (USMTF) Web Application, which is used to update the Message Text Format (MTF) catalog containing over 300 message formats. These messages serve as the official source for Department of Defense entities to communicate non–real time information. Vendors are invited to respond with their capabilities and experience related to these software tools and sustainment requirements.
