SUMMARY

NOAA plans a sole-source award for Echoview software licenses, maintenance, and support used in specialized oceanographic and acoustic survey work. Vendors may submit capability statements by May 19, 2026, to demonstrate an ability to meet the requirement.

DESCRIPTION

The National Oceanic and Atmospheric Administration (NOAA) issued a presolicitation notice stating its intent to negotiate and award a sole-source, firm-fixed-price purchase order to Echoview Software PTY, LTD GPO for Echoview maintenance, technical support, software licenses, and related services. The requirement supports oceanographic and acoustic surveys conducted by the Southwest Fisheries Science Center (SWFSC). The anticipated period of performance is one base year plus four option years, covering 2026 through 2031.

According to the notice, the software is highly specialized for acoustic data collection and processing, with license agreements and module selections customized to specific program requirements. NOAA states that Echoview is integral to data collection and continuity with past datasets. The notice is not a request for competitive proposals, and no solicitation documents are currently available.

Interested sources may submit a capabilities statement with technical data and cost information sufficient to demonstrate their ability to meet the requirement. Capability statements are due by 1:00 PM Eastern Time on May 19, 2026. NOAA will review responses solely to determine whether to proceed with a competitive procurement or continue with the sole-source approach.
