The State of Michigan is seeking a qualified vendor to provide sustainable energy utility billing and customer relationship management (CRM) software. The system must support accurate input of meter data, calculation, generation, and distribution of service bills for multiple utility types, including electric and geothermal, while allowing flexibility to add additional utility services in the future. The software should accommodate complex and evolving rate structures, as well as the configuration and manual addition of miscellaneous fees alongside standard rate-based fees.
The platform should deliver a user-friendly experience for both internal staff and end-use customers, offering intuitive tools and accessible interfaces. Key customer-facing features include a web portal optimized for both desktop and mobile devices, dashboard displays of current and historical usage and billing, user-friendly online bill presentment and payment, and robust self-service options such as the ability to view and reprint past bills. The solution must allow for tracking customer connection dates independently and provide customizable user-defined fields for various administrative needs.
Further requirements include configurable, event-driven customer notifications via email, SMS, or letter, which can also be triggered manually. Integration capabilities are essential; the system must offer an API or direct database access for linking with the city’s business intelligence and reporting platforms, and it must be compatible with standard utility meter reading solutions for automated data import. This RFP represents an opportunity for vendors with expertise in utility billing and CRM systems to deliver a scalable, modern solution supporting Michigan’s sustainable energy initiatives.
