DESCRIPTION


The county seeks a vendor to provide supplemental labor relations services. Qualified labor relations consultants will guide labor negotiations, including memoranda of understanding and meet-and-confer sessions with unions representing critical service employees. Key responsibilities involve offering both strategic and hands-on support for high-priority meet-and-confer issues, assisting with the preparation for the 2027 collective bargaining cycle, and potentially serving as or assisting the chief negotiator on identified contracts during negotiations.

Services also include pre-negotiation planning, development of bargaining strategies, proposal preparation, identifying and mitigating labor relations risks, and formulating strategies for grievance, arbitration, and dispute resolution. Additional scope elements cover workforce transition, operational changes, and impact analysis relating to represented employees, as well as developing contingency labor relations strategies in response to emergencies, fiscal constraints, service disruptions, work stoppages, or other unforeseen operational conditions. The contract will span three years.
