A California agency is seeking proposals from qualified vendors to provide supervisory controls and data acquisition (SCADA) human–machine interface (HMI) software to support water and wastewater operations. The required HMI software must be commercially available, widely adopted in the water/wastewater sector, and accompanied by robust technical support, training, and ongoing updates.
Key requirements for the software include flexible and scalable licensing models based on tag counts or enterprises, high availability through support for redundant SCADA servers and secure historian servers, and advanced functionalities such as alarm management, historian, trending, and reporting. The system must facilitate secure remote access with tiered user permissions and support rapid recovery from backup files. Functional specifications include web-based thin client (HTML5) access, high-performance HMI graphics with reusable objects, version control, change management, and role-based access integration with Microsoft Active Directory.
Additional integration capabilities are required for data export via ODBC, SQL, or REST APIs, and connectivity with legacy PLC hardware such as Modicon, AB PLC 5, AB SLC 500, and Kingfisher/Ovarro. The software should also offer migration tools for historical data, including compatibility with existing historian systems and Hach WIMS, as well as mobile access for operators using iOS and Android devices.
Vendors are required to submit any questions regarding this opportunity no later than December 29, 2025.
