DESCRIPTION


A vendor is sought to provide a SaaS technology platform for the collection of client-level SAMHSA Unified Performance Reporting Tool (SUPRT) data from State Opioid Response (SOR) subrecipient grantees. The platform should enable automated batch uploads of these data to SAMHSA’s Performance Accountability and Reporting System (SPARS).

Key requirements include an online data submission portal with integrated logic to ensure accurate and complete reporting, a one-time security assessment, and hosting of a HIPAA-compliant online solution. The vendor should also handle data management, ongoing maintenance and licensing, report development, compliance reporting, quality review, and technical assistance.

The scope further calls for an integrated provider portal that can support live batch uploads to SPARS. All questions regarding this RFP must be submitted no later than May 4, 2026.
