A government authority in Salem, Oregon seeks a vendor to strengthen business engagement in child care services. The project includes conducting an initial discovery and landscape scan of existing local coalitions and business engagement efforts. The selected vendor will identify and interview key community leaders, business representatives, and coalition members to inform the development of a toolkit structure and content areas.
Stakeholder engagement will continue through focus groups and case study development, with an analysis of successful local strategies for engaging business leaders in child care solutions. The vendor will draft toolkit sections focused on building cross-sector partnerships, supporting child care providers, and navigating local regulatory and infrastructure barriers, refining toolkit content based on stakeholder feedback. Practical tools and templates, such as outreach materials and messaging guides, will be developed and piloted in select communities for usability testing and refinement.
The finalized toolkit will be published and disseminated to local coalitions, chambers of commerce, and community partners, accompanied by virtual learning sessions or webinars to introduce the toolkit and share lessons learned. Continuous improvement will be supported by the collection of feedback for future updates.
