This request seeks a vendor to provide comprehensive strategy, policy, planning, and assessment support services to a government agency. The selected firm will deliver technical, program management, and financial analyst support spanning the agency's full range of responsibilities, including strategic planning, management of ongoing programs, technical reviews, innovation outreach, and partner communications.
Services will involve the day-to-day oversight, execution, and coordination of programs by drafting planning guidance, reviewing project submissions, and offering recommendations on technical and programmatic execution. The contractor will also schedule and conduct technical reviews, support project selection, and develop science and technology (S&T) roadmaps.
Financial management support includes preparing drafts for financial planning, budgets, and contributing to budget exhibits, as well as monitoring financial execution through financial systems and recommending corrective strategies for identified funding shortfalls or surpluses. Additionally, the provider will assist with analysis and decision support, including analyzing S&T project data, supporting portfolio investment analyses, developing dashboards, and reviewing external documents to offer agency responses. The contract is anticipated to span one year.
