DESCRIPTION

This RFP seeks a vendor to design strategies, conduct pilot programs, and evaluate services that support business and job growth. The engagement will focus on high-potential businesses, including the support of impactful entrepreneurs, incubators, and accelerators, with the aim of expanding the supply of quality jobs.

Key components include connecting small and medium enterprises to new markets and buyers through digital platforms, trade access, and government contracts; providing direct incentives for job creation such as wage subsidies and public works programs; and improving firm management and technology adoption via training and consulting. Additionally, the scope involves boosting workforce skills through vocational training and apprenticeships, enhancing job search effectiveness, and supporting job seekers by facilitating migration for job opportunities and expanding internet-based work access.

The project will also include measures to insure against economic shocks, such as implementing unemployment insurance and social insurance systems, and supporting resilience, particularly in the context of climate change.
