DESCRIPTION


The government authority in Washington, D.C. is seeking information from qualified vendors for strategic travel management and technological infrastructure services. The organization is interested in exploring innovative service models, including decentralized or 'decoupled' ecosystems, to enhance technological sovereignty over data and booking tools. Solutions may involve optimizing the current Travel Management Company (TMC) model or shifting to hybrid structures, with providers expected to deliver high standards in fulfillment, strategic sourcing, and crisis management.

Suppliers must ensure full technical compatibility for integration into a decoupled environment governed by a third-party consultancy. Responsibilities include end-to-end management of the travel ecosystem—covering global fulfillment, technology (OBT/GDS), strategic sourcing, and data analytics. For external, mission-specific travelers, the supplier must implement a robust, manual coordination workflow, supporting secure documentation processing, security briefings, and tailored itinerary management. Mechanisms for secure data submission, such as digital portals or encrypted links, and dedicated help desk support are required.

The proposed technology must enable real-time data synchronization with Oracle and Microsoft Dynamics for financial processing, and ServiceNow for tracking traveler support.
