DESCRIPTION


The selected vendor will provide strategic program and advisory services to facilitate enterprise planning and policy alignment, linking organizational mission outcomes to key performance indicators (KPIs) and budget objectives. The scope includes developing a comprehensive strategic plan that connects mission results with financial targets and KPIs, optimizing and segmenting the organizational portfolio through a scoring model, and creating repositioning blueprints with decision trees for asset-related decisions.

Responsibilities also involve creating program-income and notes-receivable policies, formulating reserve deployment strategies, and establishing capital formation frameworks. The vendor will advise on credit rating pathways, financial policy metrics, scattered-site consolidation, and the design of small-landlord acquisition programs. Additionally, the scope includes anti-displacement planning, URA-compliant relocation frameworks, community benefit targets, and disposition strategies for reinvestment.

The project requires designing and launching a new Asset Management capacity to monitor and manage performance, KPIs, and risks effectively. Vendors must develop program charters, governance calendars, master schedules, integrated cost and cash-flow forecasts, risk and issue management protocols, and operational readiness plans, including training and warranty transitions. The contract duration will be one year.
