DESCRIPTION

The organization seeks a vendor to provide comprehensive strategic planning services to develop a data-driven, equity-informed, and implementation-ready strategic plan aimed at enhancing coordination, access, and outcomes for veterans statewide. The strategic plan must specifically address unmet veteran needs, service gaps, and improve system coordination while strengthening equitable access and fostering a culture of data-driven decision-making and performance measurement.

Responsibilities include facilitating, engaging, and managing the strategic planning process; developing a three-year plan with measurable goals, key performance indicators, and robust data processes; and designing or facilitating stakeholder workshops and convenings, both in-person and virtually. The vendor will secure and fund accessible venues for in-person sessions, handle logistics and scheduling in collaboration with stakeholders, and ensure technological and accessibility requirements are met.

Additionally, the vendor is expected to evaluate current data systems, identify gaps, and recommend strategies for data collection and sharing. Deliverables include a comprehensive monitoring and evaluation plan, regular reporting, and guidance for the rollout and communication of the completed strategic plan.
