Strategic Planning Services

A Pennsylvania agency is seeking a consultant to lead its inaugural organizational strategic plan. The selected vendor will facilitate a discovery phase, conduct stakeholder interviews, organize focus groups and surveys, and lead planning and discussion sessions, as well as meetings. The objective is to promote the economic development of small and local businesses and to increase transparency and accountability within the agency. Additional goals include improving police conduct, enhancing the quality of internal investigations, and fostering better relationships between the community and the police department.

Proposed activities will lay the foundation for a comprehensive strategic plan that supports organizational growth, community trust, and continuous improvement. The consultant will work closely with agency leadership and key stakeholders to ensure broad engagement and actionable outcomes.
