Strategic Planning, Integration and Turnaround Implementation Services

The Virgin Islands state public hospital and clinic system is seeking a qualified consultant to provide strategic planning, integration, and turnaround implementation services. The selected vendor will lead a comprehensive, implementation-focused engagement to develop and execute an integrated strategic plan aimed at improving system-level operations across current and future facilities.

The scope includes delivering actionable recommendations for systemic changes, with an emphasis on measurable improvements in financial performance, access, quality, and patient experience. The engagement will require close collaboration with physicians, nurses, and clinical leadership, especially in areas impacting clinical services, service line design, care delivery models, workforce sustainability, and overall performance improvement.

The consultant will be responsible for producing a sequenced implementation roadmap that includes accountable owners, clear timelines, resource planning, and a performance monitoring schedule. Additional requirements include establishing a strategic planning and integration governance structure, creating robust project management, stakeholder engagement, and communication strategies, and conducting a thorough review of existing strategic, financial, operational, workforce, and regulatory documents. Extensive stakeholder participation through interviews, workshops, and validation sessions is expected, ensuring alignment with the agency’s vision, mission, and strategic priorities.
