DESCRIPTION

The agency seeks a vendor to provide strategic planning consulting services to facilitate the development of a comprehensive 5-year strategic plan. The selected consultant will collaborate with a strategic plan steering committee, ensuring an inclusive process that engages diverse stakeholders over a ten-month period.

Key responsibilities include conducting a thorough internal scan involving analysis of quantitative data (such as recruitment, enrollment, student experience, outcomes) and gathering qualitative insights from various internal stakeholders, including students, faculty, staff, administrators, Board of Trustees, and alumni. Additionally, the consultant will perform an external environmental scan encompassing regional and national trends in the economy, technology, benchmarking, and the political and regulatory climate. This will require engaging external stakeholders, including educational partners, local governments, community leaders, and industry representatives.

Findings from these scans will inform a comprehensive SWOT analysis, which will be presented to agency stakeholders. The consultant is expected to outline the strategic planning methodology, conduct a market analysis, define strategic goals and deliverables, and develop a performance management and measurement plan to track progress against strategic objectives. The contract period extends for five years.
