Strategic Planning Consultant Service

The Maryland health department is seeking the services of a qualified strategic planning consultant to assist with a comprehensive organizational planning initiative. The selected consultant will facilitate a collaborative and inclusive process, ensuring subject matter experts throughout the department contribute expertise toward advancing health and wellbeing, with special attention to health equity.

Key responsibilities include reviewing the Strategic Planning Committee and identifying documents required for a department-wide assessment, conducting an environmental scan, and designing or adapting a strategic framework to pinpoint critical agency-wide issues and themes. The consultant will also co-develop a strategic plan that builds on organizational strengths, addresses weaknesses, leverages opportunities, and mitigates threats.

Furthermore, the role involves leading the creation of an implementation workplan, offering expert guidance on resource allocation, prioritization, and effective execution strategies. Ongoing monitoring and evaluation activities are expected to ensure that implementation remains on track and aligned with departmental goals.
