The City is seeking a vendor to provide comprehensive strategic planning and research analysis consulting services. The selected firm will advise on strategic development, capacity building, business strategies, and process improvements utilizing expert and research-based methodologies. Key responsibilities include conducting operational analyses, assessments, and audits to evaluate organizational effectiveness and identify improvement opportunities in areas such as resource management, change management, workforce development, succession planning, and management practices.

The consultant will be responsible for analyzing existing management strategies, developing and implementing new approaches, and conducting market research that leverages current trends and best practices among peer cities. Additional duties include conducting strategic mapping and benchmarking initiatives, assisting with the testing and implementation of strategy map recommendations, developing strategic roadmaps and governance structures, and supporting project and program management for the City.

Financial strategy support is required, including analysis of current investment portfolios, developing investment strategies aligned with City goals, and assisting with marketing, communications, and branding. Crisis communications and protection of the City brand are also included in the scope, as well as producing market studies to inform space marketing and rehabilitation.
