Strategic Planning and Goal Setting Session Facilitator Service

An agency in California is seeking qualified firms to provide facilitator services for its strategic planning and annual goal-setting sessions. The selected facilitator will work closely with agency staff and leadership to support the development of a comprehensive strategic plan, ensuring alignment with current mandates, past budgets, the legislative environment, and regulations impacting municipal operations.

The scope of work includes preparing for the planning session by reviewing relevant agency data and meeting with staff to refine the project scope. The facilitator will gather input through interviews with council members and executive management, engaging both staff and council in the strategic planning process. They will organize and guide a one to two day public Special Study Session for strategic planning with agency leadership.

Following the session, the facilitator is responsible for delivering a comprehensive after-session report. This report will include a clear strategic plan roadmap outlining goals, timelines, actionable items, evaluation methodologies, leads, and key data sources for each objective. The report may also address additional items identified during the facilitation process. The contract for these services will be for a period of one year.
