Strategic Plan Update Service

The city is seeking experienced consultants to update its existing strategic plan. The selected firm will be responsible for conducting a thorough review of the current plan, including an assessment of existing goals, outcomes, performance targets, and initiatives. Consultants will also evaluate the city's progress on implementation and recommend refinements to assumptions, priorities, or targets where necessary.

A key component of this engagement is the development of a stakeholder involvement strategy, which will include the common council, senior city staff, and potentially select external stakeholders such as the redevelopment authority or chamber leadership, based on city preferences. The consultant should outline how they will efficiently gather and incorporate stakeholder input while considering organizational capacity.

The scope of work also includes guidance on refining strategic goals, outcome indicators, and performance targets, as well as recommending initiatives that are in line with available resources and support long-term sustainability. Additionally, the updated strategic plan must be integrated into the city's annual budget process, work plans, and ongoing performance reporting. A detailed project timeline, including start and end dates, will be expected as part of the proposal.
