The selected vendor will develop a Comprehensive Housing Study Update and Strategic Plan for the city. This study will estimate current and future needs for housing and homelessness services and analyze what is necessary to encourage development that addresses these needs.
The project involves a detailed methodology and transparent rationale for all assumptions used in the analysis, with explicit discussion of how projections account for variables impacting housing demand, supply, and affordability. Key components include focus groups and community outreach for data collection, an economic base assessment covering industries, major employers, workforce size, and wages, as well as analysis of commuting patterns. The study will assess housing costs relative to income and provide a comprehensive evaluation of affordable rental housing, including Tax Credit, Public Housing, Section 8, and USDA programs, along with identifying opportunities for improvement in these areas.
