Seeking a consultant for strategic planning, stakeholder engagement, tourism analysis, and organizational development to guide Mount Holly’s priorities and tourism strategy for the next five years.

KEY REQUIREMENTS

Must have experience developing tourism or destination strategic plans for municipalities or tourism development authorities
Must have experience working with small to mid-sized communities
Must have familiarity with North Carolina tourism funding structures and occupancy tax regulations
Must have proven stakeholder engagement and facilitation expertise
Must have strong data analysis and implementation planning capabilities
Must submit three bound hard copies and one digital copy of the proposal
Proposal must be limited to no more than 15 pages
Must provide a minimum of three references

DESCRIPTION

The selected vendor will provide strategic planning services to guide agency priorities, investments, and organizational development over the next five years. These services include strategic planning, stakeholder engagement, tourism market analysis, facilitation, and implementation planning.

The initiative aims to align tourism development strategies with the broader strategic vision of the City, strengthen Mount Holly’s identity as a premier destination, and maximize effective use of occupancy tax revenues. The scope also encompasses enhancing economic impact and visitor spending, building organizational capacity, and providing governance clarity.
