The selected vendor will provide strategic planning services to help guide organizational transformation, innovation, and service delivery for a library system serving over one million diverse, multilingual residents across 21 branches and digital platforms.
Responsibilities include gathering and evaluating customer satisfaction data, identifying and addressing community needs—including engagement of non-users and underserved groups—and researching best practices in the public library sector related to technology adoption, equity, and partnership development. The vendor will review current strategies, assess the competitive environment, and evaluate staff development and technological skills critical for service improvement.
Key tasks involve recommending initiatives to enhance efficiency, productivity, and goal achievement, identifying and solving organizational barriers, conducting benchmarking with leading peers, and analyzing strategic documents, budgets, usage, and demographic data. The vendor will also develop strategic priorities, goal areas, and a comprehensive implementation roadmap outlining specific timelines and responsible stakeholders. The contract will span a period of four years.
