DESCRIPTION

The agency seeks a vendor to provide strategic plan services, including the execution of a fiscal year 2027 (FY27) environmental scan. This entails conducting stakeholder interviews, analyzing current defense trends and best practices, and evaluating the agency’s strategic objectives and key results. Consistency and continuity in engaging senior leadership is a priority.

The selected contractor will facilitate senior forums, specifically by designing, developing, and providing preparation activities for senior leader forums scheduled for May 20-22, 2025. In addition, the contractor will draft the strategic plan by synthesizing findings from environmental scans, SWOT analysis, and feedback from leadership engagements. Responsibilities include reviewing agency processes, collecting stakeholder feedback, and recommending targeted improvements to strengthen governance and oversight across the organization.

The contract will be for a one-year period.
