Strategic Plan Service

An organization in the Maldives is seeking a qualified vendor to develop a comprehensive five-year strategic plan. The service will involve conducting an institutional diagnostic to evaluate the effectiveness, adequacy, and alignment of current operational and strategic arrangements. Key organizational capacities to be assessed include leadership, human resources, internal policies, digital infrastructure, case management processes, stakeholder relations, accessibility, and public outreach.

The selected vendor will be responsible for drafting the initial strategic plan, which should include a detailed narrative section followed by a results and resources framework. As part of the process, the vendor will conduct a mapping exercise to identify strategic actions and sub-actions, ensuring the integration of gender equality, disability inclusion, and intersectional considerations. The development of the plan should be informed by a review of relevant documents, such as validated capacity needs assessments and stakeholder consultation reports. The final draft of the strategic plan will be submitted for endorsement.
