DESCRIPTION

This RFP seeks a consultant to facilitate the development of a strategic plan aimed at guiding future organizational directions. The consultant will lead meetings with the leadership team to review the outcomes of the previous strategic plan and identify opportunities, strengths, and areas of risk. A key responsibility includes documenting and summarizing stakeholder and public feedback to extract major themes impacting strategic decisions.

The project involves facilitating and leading two distinct strategic planning workshops—one for Board members and another for management staff. The consultant will review historical and current planning documents, as well as supplementary materials provided by the Board, to prepare a current state report that synthesizes engagement findings, thematic analysis, and identifies strategic implications and emerging issues. This report will be validated by the executive leadership team and serve as a foundational input to the Board workshops. Additionally, the consultant will be responsible for developing materials required for the strategic planning workshops.
