The City of Lawrenceville, Georgia seeks an experienced consultant, firm, or individual to develop and implement a comprehensive municipal Strategic Plan and Implementation Framework. The selected partner will collaborate closely with the city to produce a concise, actionable plan that articulates clear priorities, measurable objectives, and specific implementation steps, all crafted to guide decision-making, foster accountability, and ensure alignment among elected officials, executive leadership, and staff.
The planning process will involve a thorough review of existing city documentation, such as the Comprehensive Plan, budget materials, capital programs, and brand guidelines. The scope of work includes conducting a needs assessment through at least 10–12 interviews with key internal and external stakeholders, including the Mayor, Council members, management staff, and community partners. An environmental scan of demographic, economic, and community trends will also be required.
Community engagement is a central component; the consultant is expected to design and facilitate an inclusive process incorporating at least two public engagement sessions, one internal session with staff and leadership, and one city-wide survey. Input gathered will inform the city’s mission, vision, and strategic priorities, and should be thoroughly summarized and analyzed in a Stakeholder and Community Input Report. The process further includes facilitating strategic planning workshops to solidify the plan’s foundational elements and ensure robust stakeholder buy-in.
