KEY REQUIREMENTS

Must have completed five strategic plans in the last ten years for local government entities with populations of at least 80,000
Must have experience facilitating, designing, and leading diverse feedback-driven meetings and workshops
Must demonstrate proficiency in data analysis, market research, and creating actionable, measurable strategic plans
Must be registered in Sam.gov
Must maintain Workers' Compensation & Employer's Liability insurance
Must maintain General Liability insurance of at least $1,000,000

Must maintain Errors and Omissions insurance of at least $1,000,000
Must maintain Cybersecurity insurance of at least $5,000,000

DESCRIPTION

The county seeks consulting services to facilitate a structured strategic priority setting process and to develop a comprehensive strategic plan. The selected consultant will design and implement an engagement strategy to ensure participation from both residents and county staff, maintaining a community engagement portal or website throughout the project duration.

The consultant will lead a consensus-building exercise, including a leadership retreat, to establish defined strategic priorities. This process will encompass leadership planning sessions and a dedicated off-site retreat within the county. Following these activities, the consultant will prepare and submit a draft strategic plan for review and feedback, and ultimately deliver a clear, accessible, and presentation-ready final document organized around the identified priorities.

The contract period will be for one year.
