Strategic Plan and Financial Sustainability Review Services

Ontario is seeking a vendor to support the development of a comprehensive strategic plan and conduct a thorough financial sustainability review for the ongoing revitalization of its waterfront. The selected vendor will work closely with the organization to create a strategic plan that reflects its mission, vision, values, and integrates the 2025 vision, establishing clear priorities for the next decade.

The project scope includes a detailed assessment of the current financial model, involving funding authorities, sources of revenue, operating costs, reserve funds, and preferred methods for project delivery. The vendor will identify and evaluate alternative, sustainable funding mechanisms and cost-effective delivery models relevant to the organization's jurisdiction, emphasizing actionable strategies to enhance financial independence and resilience. Recommendations should focus on feasible long-term funding options extending through at least 2035, particularly those that reduce reliance on government contributions.

Additionally, the vendor will be responsible for providing a roadmap to implement the preferred funding and revenue strategies, incorporate financially sustainable delivery models, and analyze both internal and external factors influencing the organization's future. A key component of this engagement will be facilitating consensus among stakeholders on strategic priorities, sustainable funding mechanisms, and project delivery models as the organization enters its next phase of waterfront revitalization.
