DESCRIPTION


The selected vendor will be responsible for re-creating a strategic master plan with an emphasis on alignment with the city’s mission, vision, core values, and strategic plan. This involves summarizing the role of parks and recreation in supporting city objectives and incorporating comprehensive market analysis, including demographics, population projections, age cohorts, household types, growth patterns, and equity indicators. Local, regional, and national trends in recreation participation, health and wellness, and outdoor usage will also be analyzed.

A core component of this project is public engagement. The vendor will design and facilitate a community-wide public participation process, engaging focus groups, stakeholders, and hosting community forums. The objective is to gather diverse input on the community’s strengths, opportunities, and priorities.

Additional tasks include reviewing and updating the open space elements of the existing 2020 master plan, establishing criteria for open space acquisition and preservation, and refining objectives and policies. The recreation program plan will be assessed for its current offerings, strengths, and gaps, and priorities for future programming will be established based on survey data, stakeholder engagement, and trends analysis. The contract is for a one-year period.
