Strategic Management Planning Program Service

A municipal government in Pennsylvania is seeking a qualified vendor to develop and support a comprehensive Strategic Management Planning Program. The primary objective is to establish both short- and long-term financial and managerial goals that will enhance the municipality's fiscal health, while integrating long-term community and economic development strategies to reinforce the local tax base.

The selected vendor will assist the municipality in identifying and addressing potential financial challenges and in building internal capacity to develop, implement, and monitor Multi-Year Financial Management Plans. This process will be incorporated into the municipality’s annual budgeting activities. Additionally, the vendor will assess potential revenue sources in a community with limited taxation options, and implement multi-year systems for financial monitoring, trend analysis, and forecasting to support proactive fiscal planning.

As part of the program, the vendor will also explore and promote opportunities for inter-municipal and regional cooperation, including cost-sharing initiatives among neighboring local governments. The goal is to ensure the municipality is equipped to face future financial circumstances and maintain long-term fiscal stability.
