This RFP seeks a vendor to develop a comprehensive Library Strategic Facility Plan for Minnesota libraries. The plan will serve as a key document to guide decision-making and investment over the next fifteen years, focusing on the condition of current library buildings, built environment needs, and equitable access to library services in alignment with countywide objectives.
Areas of emphasis include accessibility and mobility for all users, sensory and neurodiversity, age inclusivity, cultural and religious inclusion, family and caregiver considerations, and support for diverse languages. The provider will be responsible for identifying facilities in need of remodeling, expansion, or replacement, as well as pinpointing gaps in library locations based on geography and population data.
The scope also includes developing population growth projections, analyzing library usage patterns and trends across facilities, benchmarking against comparable library systems and industry best practices, and designing a robust stakeholder engagement plan. Strategies should encompass work sessions, focus groups, surveys, and a review of previous stakeholder engagement for the 2024–2028 Library Strategic Plan. A thorough gap analysis is required to identify deficiencies in facilities and service coverage throughout the county.
