The agency is seeking a consultant to provide strategic guidance and implementation support focused on Federal Program compliance and the restructuring of the Office of Business Engagement. The selected firm will assist agency leadership in achieving full regulatory compliance, maximizing program participation, and reducing barriers through data-driven strategies and process improvements.

Key responsibilities include supporting the redesign of organizational structure to enhance operational efficiency and service delivery, aiding change management for integrating dual-track programs, and preparing updated Federal Program Plans and a Certification Review Procedures Manual. Additional tasks include developing a comprehensive vendor outreach and education strategy to increase small business participation—this involves communication templates, workshop materials, and an engagement calendar.

The consultant is also expected to assist with executive coaching on complex regulatory decisions, guide strategic planning for regulatory or operational shifts, and facilitate knowledge transfer to ensure lasting internal capabilities. The contract is anticipated to last for one year.
