DESCRIPTION


The institution seeks a vendor to deliver strategic enrollment management (SEM) consultant services. The selected consultant will be responsible for developing a comprehensive, institution-wide SEM plan, grounded in student journey analysis and relevant demographic realities. The plan should align recruitment, onboarding, persistence, and completion strategies across both academic and student service divisions.

Key responsibilities include providing multi-year enrollment projections and scenario modeling based on historical, current, and projected data, as well as analyzing enrollment, retention, persistence, and completion metrics. The consultant must assess enrollment performance by student type, including adult learners, first-time-in-college (FTIC), non-degree students, workforce participants, and credential-seeking individuals.

Additionally, the vendor will facilitate structured engagement with internal stakeholders such as enrollment services, student services, academic affairs, faculty, institutional research, IT, marketing, and senior leadership. The deliverables include enrolment projections and scenario models informed by demographic, economic, and policy variables, an environmental scan, strategic recommendations for all key phases of the student lifecycle, and defined KPIs and success metrics aligned with institutional priorities. The contract is for a four-year period.
