A government authority in Ontario is seeking a consultant to provide expert strategic direction development services for its Development Department. The scope of work includes strategic framing, in-depth market analysis, and the formulation of future departmental direction. The consultant will conduct a comprehensive competitive analysis with peer organizations to identify unique differentiation opportunities.
Additionally, the consultant is expected to offer risk mitigation advice focused on reducing overdependence on specific funding categories. Deliverables will include the preparation of a funder alignment matrix that ranks prospects by gift potential, values alignment, and probability of success, as well as a concise, one-page priority funder list for internal organizational use. Guidance on building constructive relationships with Indigenous rights holders and establishing corporate reconciliation policies is also required.
The engagement will cover high-level solicitation strategies, recommended levels of effort, key strategic priorities, and associated investment requirements such as staffing resources, suggested structures, and necessary marketing tools. The consultant will provide projections for both monetary and non-monetary returns on investment, and recommend effective donor acquisition and stewardship strategies—embedding these activities into annual work plans to strengthen long-term relationships. Finally, specific recommendations for developing a legacy and planned giving stream, integrated into the overall revenue development strategy, are to be included, along with tailored strategies for each revenue stream.
