DESCRIPTION


This RFP seeks a qualified vendor to provide strategic communications and social marketing services aimed at preventing and reducing excessive alcohol use and its related harms throughout Oregon. The selected firm will contribute to the 'Rethink the Drink' campaign, a statewide public health initiative that encourages adults to reconsider their drinking habits, helps shift social norms surrounding excessive drinking, raises community awareness, and promotes healthier policies and environments.

Scope of work includes brand strategy development, campaign implementation and management, and comprehensive audience research through message testing, focus groups, surveys, and innovative testing methods. The vendor will be responsible for advertising placement—utilizing both existing and newly developed materials in collaboration with partners such as local public health authorities, community-based organizations, regional health equity coalitions, and Tribes and Tribal organizations. Additional tasks include the development and archiving of campaign materials, social media strategy and audience engagement, website maintenance and development (including a resource portal), and ongoing technical assistance for various stakeholders.

The selected provider will deliver campaign monitoring, analytics reporting, and propose strategy optimizations based on data evaluation. Public relations services are also required. The contract will span seven years, making this a significant long-term engagement.
