The selected vendor will develop a comprehensive Capital Improvement Plan (CIP) and a Strategic Asset Management Framework for the Town. The project entails compiling an asset inventory of all major capital assets, which includes buildings, vehicles, equipment, roads, and other municipal infrastructure.
Responsibilities include creating a detailed replacement schedule, and providing both 5- and 10-year funding projections, aiding in long-term financial planning. The vendor is expected to establish a strategic framework that will support the Town in prioritizing capital investments, with clear criteria for ranking projects, a range of funding strategy options, and identification of roles and responsibilities for ongoing asset management.
As deliverables, the vendor will prepare a draft Capital Improvement Plan that incorporates an asset inventory summary, a capital schedule, funding projections, a prioritized project list, and strategic recommendations to guide future decisions regarding capital investments.
