DESCRIPTION


A government agency seeks a consultant to provide strategic advice and engagement services aimed at strengthening its positioning and resource mobilization in a rapidly evolving funding and political environment. The consultancy will advise on strategy development, engagement approaches, and positioning in order to attract political support and financial resources, with specific focus on Norway and other donor countries. The consultant will support collaboration with relevant partners, including Nordic associations and development finance institutions, to reinforce the agency's standing within the broader funding architecture.

The scope includes coalition-building with Member States to advocate for enhancements to the agency’s role within the Resident Coordinator System and the Organization’s Development pillar, and deepening cooperation with the World Bank and other international financial institutions. The consultant will also assist in strategic positioning to attract investments into SDG-focused systems transformation initiatives, such as agrivoltaics, and contribute to preparation efforts for the Second Subnational Financing Design Sprint in Bilbao, Spain. Additional responsibilities involve engaging institutional investment leaders to create collaboration opportunities and exploring innovative financial mechanisms, including Future-Backed Social Investments (FBSI), as well as advancing the agency's profile in food systems transformation. The contract will have a duration of one year.
