The state of Michigan is seeking a qualified vendor to provide a certified statewide voting solution that encompasses election equipment, hardware, software, and comprehensive support services. This solution must include new, Michigan-certified tabulators, Voter Assist Terminals (VAT), high-speed tabulators, ballot-on-demand printers, and all necessary replacement parts, accessories, peripherals, and software. Also required are ongoing maintenance agreements, firmware updates, and consumable supplies to ensure the longevity and reliability of the system.
Additionally, the scope includes provision of Election Management System (EMS) software for use by counties and select local jurisdictions, as well as extensive training services and materials for staff and users. The proposed solution must allow for diagnostic testing of major components, guarantee ballot confidentiality and anonymity, operate efficiently under varying environmental conditions, and implement multi-factor authentication methods that do not depend on internet connectivity. Support for alternative languages (at minimum, Arabic, Spanish, and Bengali) is required, as is the ability for users with limited technical skills to generate hash files from firmware.
