DESCRIPTION


The State of Oregon is seeking a vendor to provide comprehensive statewide communications strategy services focused on early learning. The selected vendor will be tasked with developing and launching coordinated communications and marketing activities that support the expansion of the early learning workforce, increase public awareness of licensed child care options, and strengthen the provider pipeline across the state.

Key responsibilities include creating a shared statewide vision for early care and education, building a unified system, and maximizing family choice through integrated messaging. The strategy must align communications across provider recruitment, child care business start-up education, and public awareness targeting families. The work will encompass the development of key messages, audience segmentation, branding guidelines, identification of outreach channels, and culturally responsive communications approaches tailored for multilingual and rural communities.
