DESCRIPTION


The selected vendor will provide comprehensive state legislative advocacy and consulting services designed to advance the organization's policy, regulatory, and funding priorities. These services include strategy development, continuous monitoring and analysis of relevant legislative and budget issues, direct advocacy, coalition coordination, message support targeted at legislative stakeholders, and executive preparation to ensure alignment with annual objectives.

An annual strategy document must be developed to address operating assistance, capital funding programs, relevant policy and regulatory matters, and to identify potential opportunities and risk scenarios. The vendor will also produce a pre-session tactical document with a session-specific plan, and continuously track and analyze legislative, budget, and regulatory developments.

Additional responsibilities include providing regular updates and analysis on transit and transportation funding, conducting direct advocacy with the Governor’s Office, General Assembly members, and other key officials, and maintaining a consistent presence at the capitol during legislative sessions. The firm will also prepare executive leadership for legislative engagements through briefings, calls, and high-stakes meeting preparation. The contract will span two years.
