The client seeks a firm to deliver state legislative advocacy, strategy development, and direct engagement services to advance transit and transportation funding and policy objectives in Pennsylvania.

DESCRIPTION


The selected vendor will provide comprehensive state legislative advocacy and consulting services tailored to advance the client’s policy, regulatory, and funding priorities. Services will include the development of an annual legislative strategy document encompassing operating assistance, capital funding programs, relevant policy and regulatory matters, and an assessment of potential opportunities and risk scenarios.

Vendors will produce a pre-session tactical document, aligned with the overall annual strategy, that outlines a targeted plan for the legislative session. Responsibilities include continuous tracking and analysis of legislation, budget items, and regulatory developments, as well as the provision of regular updates, alerts, and detailed analysis related to transit and transportation funding. The vendor will conduct direct advocacy with the Governor’s Office, General Assembly members, and relevant offices, coordinate coalition efforts, and support legislative-facing messaging and executive briefing preparation.

A proactive presence at the Capitol is required during the legislative session, with responsibilities including the preparation of executive leadership for high-impact engagements. The contract term is two years.
