A government entity in California is seeking a qualified vendor to provide comprehensive state government relations services. The selected vendor will deliver strategic guidance on city positions regarding state legislation, initiatives, and programs, including recommendations for support, opposition, or proposed amendments.

Key responsibilities include providing technical support for state grant applications, such as advising on strategy, developing content, reviewing drafts, and assisting staff throughout the application process. The vendor will prepare a detailed annual strategy and work plan, outlining schedules, timelines, milestones, and approaches for engaging legislative members and cultivating relationships with state agency staff. Regular monthly reports, delivered either in writing or verbally, will be required to communicate risks and opportunities to the city’s Community Engagement and Government Relations Program Manager. Additionally, the role includes coordinating meetings between state officials and city representatives, as well as ensuring consistent completion and submission of all required state lobbying reports and disclosure filings over a three-year contract period.
