Initial contract period begins on or about July 1st, 2026.

Validity studies for state assessments: July 2026 – June 2027 and annually.

SGP calculation and analysis support: July 2026 – September 2026 and annually.

SGP reporting tools and communication materials development: July 2026 – June 2027.

Technical assistance and data analysis for accountability systems: July 2026 – June 2027 and annually.

Technical Advisory Committee meetings: Winter and Summer annually beginning Summer 2025.

The government authority in Rhode Island seeks a qualified vendor to provide technical support and consultation services in the areas of standards, assessment, and accountability. The selected provider will supply expertise to maintain and enhance the technical quality of the state's educational assessment system, including support in assessment design, development, and psychometrics analysis.

Vendors should demonstrate an ability to analyze complex educational data sets to understand achievement trends and individual student growth. The scope includes the development of Student Growth Percentiles (SGP) measures and communication materials, aiding in school improvement and facilitating stakeholder understanding through technical reports and user-friendly resources.

Additional responsibilities involve providing guidance in maintaining and revising the state's school and district accountability systems and ensuring all deliverables are accessible to both technical and non-technical audiences.
