DESCRIPTION


A consulting service is required to develop a comprehensive sports field and court strategy to support asset management and capital planning in British Columbia. The selected consultant will deliver a strategy that guides the agency’s investment and management of sports fields, courts, and related infrastructure over the next 15 years.

Key responsibilities include conducting thorough condition and functionality assessments of all sports fields, courts, and supporting amenities such as dugouts, bleacher pads, irrigation, fencing, walkways, and lighting systems. The project requires engaging with user groups to gather insights on facility use, demand, maintenance, and future needs, as well as providing a turf assessment and classification in accordance with Sports Turf Canada standards. The consultant will also be responsible for visiting and inventorying all sites.

The consultant will organize project meetings with city staff at key milestones and conduct sessions with individual user groups to incorporate their feedback. Based on these assessments and consultations, the consultant will identify priorities for capital investment, recommend operational improvements, and propose both immediate and long-term maintenance and upgrade plans. The process will culminate in a draft and final strategy, including an implementation plan, to be presented to city leadership and council.
