Special Education Program Systems Auditing Services

This RFP seeks a vendor to provide comprehensive auditing services for special education program systems. The scope includes the development of data dashboards or visual analytics to illustrate compliance trends, service delivery patterns, enrollment trends, proficiency levels, reclassification rates, and program participation. The vendor will conduct a thorough audit of student records, such as IEPs, evaluation reports, progress monitoring data, manifestation determination reviews, and prior written notices.

Services also require on-site observations of meetings, service delivery sessions, and special education classrooms. The proposal includes analyzing timelines for initial evaluations, annual reviews, and revaluations to ensure regulatory compliance, as well as evaluating data tracking systems for monitoring compliance, service delivery, and student progress. Additionally, the vendor will evaluate data systems related to EL identification, placement, program enrollment, progress monitoring, and exit criteria, and review dispute resolution procedures such as mediation, impartial hearings, and state complaints.

Deliverables consist of a comprehensive written audit report outlining findings, compliance status, and areas in need of corrective action. An executive summary with prioritized recommendations, as well as sample templates, procedural documents, and corrective action plan templates featuring measurable goals and benchmarks for progress monitoring, are expected.
