DESCRIPTION


The Naval Facilities Engineering Systems Command, Mid-Atlantic is conducting market research to identify qualified small business firms for the construction of a Design-Bid-Build (DBB) Phase III Groundwater Treatment Plant at NWIRP Bethpage, Wantagh, New York. This project is designed to remediate a plume of groundwater contamination, primarily chlorinated volatile organic compounds (VOCs) such as TCE and 1,4-dioxane, which have originated from the former NWIRP and Northrop Grumman properties. The selected firm will be responsible for the complete construction and commissioning of the groundwater treatment facility.

Key project elements include the installation of three groundwater recovery wells with associated underground piping, construction of two new buildings for the treatment plant and supplementary offices, and integration of all essential structural, electrical, and plumbing systems. The facility will be equipped with sand filters, an Advanced Oxidation Process (AOP), Granular Activated Carbon (GAC) units, large storage tanks, multimedia and cartridge filters, chemical feed systems, blowers, eight pumps, and systems for full process automation via PLC and SCADA. Additional scope includes the installation of HVAC systems, fire protection, interior and exterior concrete slabs, site utilities, fencing, and earthwork such as pad excavation and site re-grading.

The anticipated contract value is estimated to range between $25 million and $100 million, with award expected in September 2026. Qualified service-disabled veteran-owned, HUBZone, 8(a), women-owned, and other small businesses are encouraged to participate. The procurement will follow Federal Acquisition Regulation (FAR) Part 15 procedures and is classified under NAICS Code 237110, Water and Sewer Line and Related Structures Construction.
