SUMMARY

The FHWA is conducting market research to identify qualified small businesses for potential IDIQ contracts providing construction inspection and related engineering services for federal land management agency infrastructure projects nationwide.

BUDGET

Estimate

$500,000 – $2,000,000

DESCRIPTION

The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), is seeking information from qualified small businesses interested in providing construction inspection and related engineering services under potential Indefinite Delivery Indefinite Quantity Contracts (IDIQC). Services will support Federal Land Management Agencies (FLMA), including the National Park Service, the U.S. Forest Service, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, and Bureau of Land Management, across all U.S. states and territories.

Anticipated work under these IDIQ contracts includes inspection and documentation of highway and bridge construction, monitoring contractor compliance, reviewing submittals, materials inspection coordination, safety and environmental monitoring, progress tracking, schedule monitoring, and related contract administration. Projects may involve roadway construction and rehabilitation, pavement improvements, bridge repair or replacement, drainage enhancements, erosion control, traffic control, signage installation, safety improvements, and other infrastructure work. All services are to be supervised by a Licensed Professional Engineer. Prospective contractors should demonstrate their ability to perform at least 50% of the contract with their own workforce and have recent experience in similar large-scale transportation infrastructure projects.

This announcement is for market research only and not a call for proposals; it aims to identify capable small businesses for future RFP releases. Interested parties must be registered under NAICS 541330 and provide company capability statements, relevant experience, and socio-economic status by the stated deadline.
