DESCRIPTION


The government authority in Maine is seeking a qualified vendor to provide professional engineering and planning services for the assessment of a Solid Waste Facility and the development of a practical, phased improvement plan.

The selected firm will conduct an on-site assessment, including a site visit to evaluate equipment, circulation, unloading and drop-off operations, public and staff interactions, safety risks, and drainage or grade constraints. The vendor will develop a refined concept plan that the town can use as the basis for future design and permitting.

Key responsibilities also include evaluating the impacts of upcoming packaging Extended Producer Responsibility (EPR) requirements on site layout and operations, such as space, staging, traffic flow, signage, wayfinding, public interface, and contamination control. The vendor should propose safety enhancements at drop-off areas and a recommended phasing plan to maintain facility operations during improvements, including any temporary measures. Opinions of probable cost for each improvement element and for the overall program, along with assumptions and contingencies, must be provided.
