The U.S. Coast Guard has announced its intention to award a sole source contract to Pacific Star Marine Inc. for the supply of Main Propulsion Control and Monitoring System (MPCMS) parts. This procurement is authorized under FAR 13.106–1(b) due to the unique expertise, OEM status, and proprietary capabilities of Pacific Star Marine Inc., which ensure essential compatibility, quality, and performance that cannot be matched by alternate sources.
The present notice is not a solicitation for competitive proposals; however, interested parties with capability to meet the requirements may submit a capability statement for consideration. Submissions must be received by April 1, 2026 at 11:00 am. The Coast Guard will review submissions exclusively to determine whether a competitive procurement process is warranted. The decision to conduct a competitive purchase order remains at the government's discretion. Specific MPCMS part numbers and assemblies required are listed by the agency.
No reimbursements will be provided for any costs associated with the submission of capability information, and telephone inquiries will not be considered.
