DESCRIPTION


The State of Maryland is seeking a consultant to support and enhance socio-economic business preference programs, with a particular emphasis on increasing local and small business participation. The selected consultant will analyze current vendor usage data, conduct a comprehensive needs assessment, and engage with key stakeholders through interviews to inform the design of effective preference programs.

Responsibilities include developing and implementing a targeted communication and outreach strategy to engage vendors and community stakeholders, as well as drafting detailed program documentation such as policies, procedures, regulations, and outreach materials. The consultant will be expected to integrate findings from disparity studies into the program design, advise on regulatory updates, and manage full program implementation. Additional tasks involve establishing eligibility criteria, compliance procedures, and enforcement mechanisms, while translating research findings into actionable program goals and measurable inclusion targets.

The scope also includes preparing surveys and other stakeholder feedback tools to ensure broad input in program development. The contract will be for a two-year period.
